How the Inflation Reduction Act (IRA) Affects HVAC Upgrades & Incentives in Georgia

With the passage of the Inflation Reduction Act (IRA) in 2022, homeowners across the U.S. (including in Georgia) now have access to expanded federal incentives and rebates to help offset the cost of high-efficiency HVAC equipment, duct upgrades, and electrification. If you’re considering an HVAC upgrade, understanding these programs can save you thousands. Don’t miss out — the 25C Energy Efficient Home Improvement Tax Credit expires December 31, 2025.

Here’s what you need to know.

In this blog, we’ll break down the key IRA provisions for HVAC, what equipment and upgrades qualify, and how Trinity Air can help you take advantage now.

IRA & HVAC: Key Incentive Programs to Know

The IRA created or expanded multiple paths for homeowners to access rebates and tax credits:

  • High-Efficiency Electric Home Rebate Program (HEEHRP or “Electrification Rebate”)
  • Energy Efficient Home Improvement Credit (25C tax credit)
  • Home Energy Performance-Based, Whole-House Rebates (HOMES Program)
  • State and utility-level match programs (in some states and utilities)

These programs are designed to promote electrification, energy efficiency, and reduced carbon emissions.

High-Efficiency Electric Home Rebate Program (HEEHRP)

  • A partially upfront rebate program managed through states or contractors
  • Offers up to $14,000 in rebates for eligible electrification upgrades
    • Heat pumps, air-source heat pumps, geothermal heat pump systems
    • Heat pump water heaters
    • Insulation, sealing, and window upgrades in conjunction
  • Income-tiered caps: moderate and low-income homeowners may receive full coverage; higher-income may get partial
  • Replacements rather than new installations often qualify

Georgia’s implementation dates and rebate amounts are being rolled out via the Georgia Environmental Finance Authority (GEFA) and vetted HVAC contractors.

Energy Efficient Home Improvement Credit (Section 25C tax credit)

  • Homeowners can claim a tax credit (nonrefundable) for qualified energy improvements
  • Under the IRA, the benefit is improved:
    • 30% of costs (equipment + labor) up to certain caps per year
    • Minimum efficiency thresholds (e.g., for heat pumps, SEER / HSPF / EER ratings) must be met
    • Eligible items may include heat pumps, central air conditioners, gas furnaces, boilers, insulation, and duct sealing
  • The credit is claimed on your federal tax return (typically via IRS Form 5695)
  • Keep receipts, product model numbers, and installation documentation

HOMES Program (Home Energy Performance-Based, Whole-House Rebates)

  • Incentivize whole-home energy efficiency projects rather than piecemeal upgrades
  • Rebates tied to energy savings achieved per the utility company’s requirements
  • Can help offset the costs of combining HVAC, ductwork, insulation, window, and ventilation upgrades

What HVAC & Home Upgrades Qualify

Below is a non-exhaustive list of equipment, duct upgrades, and improvements that may qualify under IRA-backed programs (if they meet efficiency criteria and installation standards):

Eligible HVAC / equipment upgrades:

  • Electric heat pumps (air-source, cold climate)
  • Ductless mini-split systems
  • Geothermal (ground-source) heat pumps
  • Heat pump water heaters
  • High-efficiency central air conditioners
  • High-efficiency gas furnaces/boilers (if still allowed, though incentives favor electrification)

Duct & envelope upgrades:

  • Duct sealing (mastic, foil tape, Aeroseal)
  • Duct insulation (R-6, R-8 rated)
  • Duct replacement or resizing
  • Air sealing of the building envelope (walls, ceilings, crawlspaces)
  • Attic insulation, wall insulation, floor insulation
  • Replacement windows or doors (if part of a comprehensive upgrade)

Efficiency & performance criteria:

  • Minimum SEER / EER / HSPF standards (often 15+ SEER, HSPF 8.5+ or higher)
  • Proper installation by certified/licensed contractors
  • Energy modeling or verification under programs like HOMES or rebate requirements

How to Navigate the Process & Maximize Your Benefits

  1. Work with an Approved Contractor: Many programs require that eligible installations be performed by contractors enrolled or certified under the program. Trinity Air is actively monitoring Georgia’s rollout of the IRA incentive programs and can assist with compliance.
  2. Pre-qualify your home / perform energy audit: In many cases, a home energy audit or performance test (blower door, duct leakage test) is required before and after work to document savings.
  3. Combine measures for better results: You’ll often gain the most if HVAC upgrades are paired with duct sealing, insulation, and air sealing. Whole-home approaches increase savings and rebate eligibility.
  4. Keep thorough documentation: Save receipts, equipment model tags, contractor statements, before/after performance data, and required certifications.
  5. Act early: Some funding under these programs is limited and may be issued on a first-come basis at the state or contractor level.

How this Impacts Homeowners in Peachtree City and the Surrounding Areas, Including Coweta and Fayette Counties

As Trinity Air serves Coweta, Fayette, and the surrounding Counties, we are closely tracking the Georgia implementation of IRA incentive programs (via GEFA, state agencies, and utility partnerships).

When rebate windows open, we aim to assist our customers in completing eligible upgrades. In many cases:

  • Customers can reduce their net cost dramatically on high-efficiency heat pump systems
  • Duct upgrades, insulation, and sealing can qualify for additional rebates or credits
  • Combined projects (HVAC + duct + envelope) may unlock whole-home rebates

If you’re considering an HVAC upgrade or retrofit, now is the time to plan so you don’t miss out on funding.
